Fuel mileage differences will barely be noticeable either way. As far as wet weather performace, all Mustangs suck/rock (depending on how you look at it ) in the rain. A lower gear will get the tires up to speed faster, which in turn, will cause them to spin quicker when wet. Its not catastrophic though, just learn to get used to the difference in torque feeling and dont drive stupid in the rain and you'll be fine!
