In park???

Ok so today i was coming back from my calc class at UF and i saw this guy getting towed sooo i thought about something. for the towing people to tow your car, they have to first break into your car and somehow get the car out of park (obviously only for autos). now im not sure how it is on auto mustangs but i know that in my moms camry you have to have the key in the ON position and the brake in for the selector to get out of park. is that the same for Mustang and/or any other car??
and if so, how do they turn on the ignition??
and how are they allowed by law to break into your car?

Most of the time if a car is in violation a tire lock will be installed. However its fairly easy to tow most any thats front and rear wheel drive without entering your vehicle.
