def. a tuner because, you can modify the settings to get a better tune where as the chip would be custom made and not adjustable

Yeah go with the SCT XCAL2 over the chip...I ahev the chip in my car and I wish I ahd went with the tuner...

I didn't know you had to actually keep it in the car...I thought you just plugged it in, let it do its thing, then take it out again. maybe that's the sniper...
