is the valve lifter the same as a valve spring?

No. Lifters are in the block, they follow camshaft lobes.

what would be the cause of a knocking sound, like a metall hammer hit the block. the lifter being out or the spring?

I would suspect a rod bearing.
Does it get faster & louder when you rev the engine.
Valve & lifters are more of ticking sound unless something is completly broken.
Like a roker arm or push rod.

A valve lifter is also called a "valve follower": the cylindrically shaped component that presses against the lobe of a camshaft and moves up and down as the cam lobe rotates. The valve springs keep the valves closed tightly against their seats until the valve is opened by the cam
