Reps are reputation, it's the green bars under your pic on the side. If you give good info someone can rep you for it. It's the scale looking icon next to your post. If you go to your profile and scroll down you can see what people said.

Also there are good reps and bad reps. And I repped you so You can see.

Yea, basically you can give good or bad rep.

Don't take it lightly like repping someone badly because of mistaken bad info.
The more + rep you have the more rep points you can give to others.

i make it a point to intial rep when i give it out. even when negative, don't be a bitch and hide when you give negative. because the mods can see who gives it.

NO blue is neutral. red is neg, and green is positive.
