OTz problem
every once in a while it will let me in but off and on all day it has been saying

No it's not down any longer, it was only down for a few hours this morning. Your internet service provider might not have their DNS records fully cached yet, and you may be occasionally connecting to the old server and are seeing that message. Some ISP's take up to 3 days to propagate the nameservers accross their entire network.
