How do I get these specks off of my car?

I had my hood painted 3 months back, and I don't know what these light blue dots are (primer?), but they were left on my car. I was told not to wash my car for a month after painting, so I kind of forgot about these for a while. Car has been washed maybe 4 or 5 times since then but these specks haven't come off yet. I'm planning to clay and wax my car this weekend, so how do I get these things off? It's kind of tedious going after each individual speck with my fingernail, plus I don't know if it's good for the paint. If anyone has suggestions on how to get these things off, please chime in

Thanks!

Clay bar or using a black pad with glaze and a PC.

Is it sand? Or something from a tree?

I think it's some kind of base for the paint to go on. When I scratch at them, they turn into kind of a powder.

Holy crap, somebody didn't do a very good job cleaning up the rubbing compound sling. 3 months will make that stuff pretty hard. I'd take it back to the paint shop and make them clean it, should not have left looking like that.

Unfortunately the paint shop is in missouri and i'm back in miami for school now. If claying doesn't work is there some kind of cleaning compound I can spray on it thats safe for the paint?

Try a clay bar with the detail spary and a good microfiber cloth. Since you plan on claying and waxing, wash the car with a good dose of dawn liquid soap. This will help strip the wax and prep the clear for the clay. It might also help with these spots.

Spend some extra time claying these locations that have the splatter. Go over it 3-4 times lightly with the clay, buffing the lubricant off each time.

If that does not take it off, you need a machine's (Porter Cable) help or a bodyshop.

Used Mr. Clean magic eraser on the plastic parts lol but the clay worked well for the most part. Polished the car after that and damn it looked good. Wish I got a picture of it...
