1996 Front Bumper Mounting Questions

This is a great site. This is my first post. I need some assistance on my 96GT front bumper. I have the front end apart and the rectangular bracket which inserts into the frame rail on each side of the car is not bolted to the car. This does not seem right. There are two bolt holes in the rectangular bracket but no holes in the frame rail. The car looks like it was wrecked at some point. Does this need to be bolted?

I have attached a picture but since this is my first post I don't know if I did it right. Any help would be appreciated.

My concern is that the car has been wrecked in the front and that they may not have re-assembled it correctly. Thanks for replying. I have not been able to find an assembly diagram on line.
