foxbody 5.0 passing emissions ???


Hey all,
Im looking for a weekend car and Im looking for a foxbody style. It seems that all the mustangs ive been looking at forsale all have no cats and the egr removed and ive been looking online for almost a month now. It seems most of the country dont have smog testing but here in NW Indiana we do. I know we have to have Cats here to pass and I will add those to the car I buy just to pass the test BUT the egr is removed on all these cars also so is there any work arounds to get rid of the CEL for the egr valve or can I just put the egr back on these cars or what?
Im really just looking for some good info on how to get these cars to pass a smog test or just keep my ecu from throwing a cel. I know they will put the sniffer into my exhaust to test that part since its a OBD1 car so the cats will make that part ok Im thinking.
So is there any other guys out there with this problem that may be able to help?
