Rust in the passenger side, under the seat

The car is solid except for this area. I did a quick fix with rusty metal primer, will probably go back next year and replace the panel, but wondered if anyone else has seen this issue? I have a donar car for engine/trans, so I may just cut the floor out of the donar car and save it for a rainy day..................

Thanks, wasn't sure where it was coming from, the car has sat for a few years, maybe with the window down as the passenger seat was molded/ mildewed.......... That would explain that............. Like I said I did a rusty metal primer/bondo repair for the minute, debating about a replacement. I am already there, and I am in no hurry, so I will think about it and see how motivated I get. The floor pan on the donor car is in good shape, so I could just cut it out, and weld it in..............
