While I was installing my subs, I had to remove the panels from the firewall to the trunk. It just so happened that the rear driver's side seat belt got stuck AROUND the rear seat as I tried to position it out of the way to remove that panel...
I had to unbolt the entire rear seat assembly in order to give myself the slack to release the seat belt. But once I did, it retracted and now it will not come back out.

My question(s) is this;
What would the cheapest and easiest way to fix the problem?

I know the bolt holding the seat belt to the frame beneath the bottom half of the seat is damn near impossible to remove. Is there a special tool/technique to remove it? If I can remove those, I was thinking about grabbing a belt from the junkyard and simply replacing it.

Or

I could bring the car to the dealership & have them replace it. Would anyone know the going rate on this??

Lastly,
Is there a way to fix the seatbelt once it locks up like it has???

I'd appreciate any suggestions!

Btw, I also have a problem with the driver's seat belt retracting very slow. I've heard that this is a common problem. Is there an easy solution for this??

my driver side seat belt is slow also. I'm not really sure why the other one won't come back out? the special socket is a Torx i can't remmeber the size off hand maybe a 25 or 30 and they really aren't hard to get out
