Engine Surging @ Idle

Ok I've done all i could aside from pulling the water pump and replacing the timing chain.

The engine idles great in park but has a slight miss and when in gear it idles fine when driving but when you stop once the engine is warmed up it surges and shakes.

I was thinking about adjusting the rockers, but i read that in 78 the 351 windsors had unadjustable rockers is this true?

Also what are the chances that this could be the rockers needing to be reset after 160,000 miles and not the timing chain worn?

Has a new carb, new ign coil, new cap and rotor, brand new sparkplug wires, same old plugs but i did reset the gap wider to 1 over the min factory gap rating on the emission decal it was way less than that. it ran smooth in idle and surged in park.

So what spark plug gap is recommended and ill post the gap range and the gap im running now after i replace the ps hose today.
