i going to buy exhaust for my 95 (flowmasters40) should i go with cat or without?

hey i failed visual inspection..they said im suppose to have 4 cats on my car..but i only have 2...its a 94 gt 5.0..5 speed..someone let me know

yeah it's supposed to have 4 cats... did you take them off? just gut them out & you will pass the visual inspection...
