If it's flooded, it generally won't fire at all, just crank. I'd replace your fuel filter first before you get all antsy-in-your-pantsys about the pump.

Did you say that you just got it? and it was out of gas? This is an EFI car right?

If so, sounds like either a weak fuel pump, clogged filter. Can you hear the pump make a high pitched sound for a few seconds with just the key turned to the "on" position? If not hunt down the fuel pump relay.

could be an injector problem since is EFI. check for power to the injectors. is not likely that they all went bad at the same time.

Yeah, real hard to flood a fuel injected motor...

Has the car been in storage for awhile prior to you trying to start it? If so, I would check the exhaust system for anything plugging it up - like mice or a mouse nest. This sort of thing does happen while cars are in storage and/or haven't been driven for quite awhile.

CHECK FOR FUEL PRESSURE ON THE FUEL PRESSURE REGULATOR. ITS ON THE FUEL RAIL.
CAREFUL IT WILL SQUIRT OUT GAS SO WEAR EYE PROTECTION. JUST STICK A SMALL FLAT HEAD SCREW DRIVER ( AFTER YOU REMOVE THE CAP) TO MOVE THE VALVE STEM. IF GAS SHOOTS OUT THEN THEN THAT MEANS YOU HAVE FUEL PRESSURE. BUT YOU STILL NEED TO FIND OUT EXACTLY HOW MUCH PRESSURE YOU HAVE? YOU WILL STILL NEED TO CONNECT A FUEL PRESSURE REGULATOR TO FIND OUT........
GOOD LUCK

my bad, I did'nt see that you said that gas was getting to the top
but any ways is the car stock??? and still check fuel pressure and also since it say check the air filter and remove it and also check the throttle body.. you never know if an animal made a home in there... we have had rats in the pcm.. ate right through the wires...talk about an expensive repair....back to the subject..the person who owned the car might have not take care of it and there might be an air issue...seen plenty of air filters that have never been changed in 50k miles or more....

You need to sort this stuff out before you go any further. Your best bet would be to take it in. A good shop will have diagnostic books that will eliminate possibilities and find the problem quickly.

P0123 Code - Throttle Position Sensor/Switch A Circuit High Input

Causes:

TPS not mounted securely
TPS circuit short to ground or another wire
Faulty TPS
Damaged computer (PCM)
