98 electrical HELP

i have a 98 mustang gt and here is my problem.
When I pull out on my head light switch to the first position, I have no lights at all. when I pull it out to the second position I have only head lights. In any all positions the turn signals hazard lights brake lights and reverse lights all work properly. I have replaced the switch and wiring there looks good.

P.S. if I pull the switch from the first position to the second position slowly I can have all lights exept headlights...... Please help

I know you said you replaced the headlight switch, but it sounds like the replacement you installed is faulty.

update. Was fuse inder dash blown. number 5, 15amp.
