EGR Not Completing

I have this problem with my 96 mustang gt.
I have replaced all parts that run off the EGR system and still the EGR does't clear... I have check to see if I had a leack somewhere in the exhaust system but didn't find any.
Is there something I am missing to check? If someone can guide me in the right dirrection that would be cool.. Thanks guys.....

egr valve

if its still not clearing check the intake for carbon buildup mine had about an 1/8 of an inch of build up around the hole were the egr mounts up also check the pipe that connects to the rear of the egr it could bel stuffed up try using some carb cleaner and blow it out with some kind of pressure like an air hose to c if it will blow trough . thats some of the restrictions that I have had problems with.

Checked the egr for build up and it was pretty nasty and also checked the pipe that connects to the egr and goes down to the manifold It was cloged up and got that cleared out and put back together and still nothing. I was like that should do it and it didn't. That sucks..
Anthting else i should check? Thanks for the help man..

All it says on the scanner that my egr system is not complete.
There is no code that comes up to trigger the check engine light....

You scanner says the system is not complete, as in the drive cycle hasnt been completed. Or as in the check engine light stays on ? If it stays on there is no code ?
