Its in the socal desert, ocotillo wells, split mountain area. It rarely gets rain and the mud forms really thick chunks.

I guess. I've been there a number of times and this is the first time i've seen it. It flash floods there pretty bad. From the evidence it looked like the water was about 1-2' deep across this road. The spot where i was standing to take the pic would have been under water.
