Shutter depends on available light and with a combo of ISO, aperture, etc.

These buildings have decent light on them at night. But in comparison to my cityscape, I shoot those all the way up to 25sec and F/13.

All you need to do is play around with a few shots until you get it just right, and then work on focus, DOF, W/b, etc.
