How much boost should i be seeing?

Ok i have an 04 vortech'd 5spd GT. I put on an intercooler and a 3.12 pulley. Turns out after breaking my head over this im pretty sure my intercooler has a leak inside of it. I would make peak boost at 5600 rpm and it was only 5psi. so i took it off right now and now i get an instant 5psi as soon as i step on it but after that it builds. how much boost should i be seeing here? this is killing me, i want at least 10 psi through an intercooler.. what's going on here?!

how much power is it making, boost doesnt mean anything its a number of restriction.

ps. get a smaller pulley.
