Early cars used a 2.4L 12v single cam motor (KA24E) that makes 150 hp or so. Later cars (I think post-'91, but don't quote me) run the 24v DOHC 2.4L motor (KA24DE) that makes 160 hp or so, and has a flatter torque curve. All stock 240SXs weigh around 2800 lbs. Couldn't tell you 1/4mi times off the top of my head.

By the math, they should run dead even with a Mustang making ~195 hp, assuming equal traction and driver skill.

I'm an idiot.
That's a 16v motor in the DOHC. 24v in a 4 cylinder would be 6 valves per cylinder. I must've been looking a 6 cylinder stuff when I wrote that, my bad. <smacks self in forehead>. And that '93 stock will have the 16v motor.

S13 KA24de will run high 16, low 17( i used to have one, its slow as balls), and my buddy's is the same way. even with intake and catback i wouldnt say any faster then mid 16.
do you have one or just plan on racing it, wouldnt even waste the gas unless hes got an SR swap, then id have second thoughts. if hes stripped out and has good tire and a little suspension then yes id say low 16.
