No a Blow off valve will open up at the designated psi. Say you set it to 8psi. At 8 psi or more when the line is pressurized from the throttle plate closing it will disperse the pressure into the air. Without a blow off valve or bypass valve the pressure will go back to the impellers. With that being said from what i've heard anymore more than 10 psi of back pressure is very bad for turbos and will nuke them. As for how much psi you build. Thats done by an aftermarket boost controller or a stock wastegate along with the spring that powers it. The wastegate acuator stays closed until so much boost pushes across it to open the wastegate. If the wastegate is set to 15 psi and your turbo builds 25psi max, at no more than 15 psi the wastegate will stay closed. Anymore than that it will open up allowing the set 10 psi to go past exhaust housing to prevent over boost.

makes sense just wanted to make sure the pressure wouldn't be blowing off all the time. New to all this and just want it to be right.
