well I have driven at top speed (which is 115 for me) a few times and if me and a friend of comparable accel see who's faster it gets up there. And my friends tbird (the v8) goes like 105 or 110.

i went to some performance shop around where i live called HP motoring and they gave me an estimate for 400 to install t-lok gears

does that include the item? because 400 + item cost is too much. It shouldnt take 400 to install it
