Yeah I read something wrong my bad. But thats why your failing cause your engine is set up for on OBD 1 which would be under the hood on a 94 car, but I'm not sure where to get it refereed

referee

What state is this in?

In Calif. any smog station should be able to refer you to a referee station.

This might be a dumb question, but can't you put in all the 94 parts including manifolds, smog parts, wiring etc, so it looks just like a 94 engine? I suppose from the engine serial number they could tell.

My understanding is in Calif. if you had a later engine you would need
the smog equipment for the later engine, unless you can fool them into thinking it is the original engine.
