cigarette lighter and 12V outlet both not working


The cigarette lighter (power outlet near the shifter) and the 12V outlet (in the compartment btw the seats) both are not working in my car. I checked the fuse under the dashboard and there is nothing wrong with the fuse. I know this for sure since I interchanged it with the radio fuse and the radio still worked. Where should I start looking ? I would think it's unlikely that there's something wrong with the outlets themselves since both the outlets are not working. Where do I start diagnosing ? The car in question is V6 2003 mustang. Any pointers would be appreciated.

Does it look like anyone messed with the wiring of those at any point?

Nope.
Should I just get a DMM and take it from there ? I was wondering if there's anything obvious (other than checking the fuse) I should check before starting to check wiring etc.

Check to see if there is any power getting to the connectors. Then see if the fuse is good and if there is any power getting to the fuse. Then check the rest of the power side. Then check the ground side.

check your fuses, i know that the one between your seats that the fuse is in your distribution box its a yellow 20. as for the other outlet idk.
