Need advice!! My theft light it blinking


I bought this wrecked 2000 Mustang with a v6 and a automatic. It hit something pretty hard in the front end and bent the frame rail. So i dropped the k member with motor and tranny out and welded on a new front end. Then got the k member and motor back in and hooked everything back up and got the car turning over. My next problem was the gas tank, whoever wrecked it cut out the gas tank to get there gas i guess so I got a new fuel pump and lines and got the gas tank all put back together. Now to my new problem, I can't get any power back at the fuel pump or at the inertia switch although i do have power at the fuel pump fuse. I'm thinking my problem is the theft light is on and my theory is that it is not letting the pcm send current to the fuel pump. I have figured out that the green with the yellow stripe wire coming out of the pcm is the power wire for the inertia switch and i am not getting power out of it at all even when you crank the motor. I hope somebody knows about this theft light flashing because i dont have the first clue what to do for it and im pretty sure the light was blinking when i brought it home from being wrecked.

I have 2 thoughts on this.

1. The computer has decided the car was being stolen (or just had a problem) and has locked down the vehicle. The only solution to this is to have a dealership reflash the computer (although I've heard you can do it with a tuner and a custom tune, but don't hold me to that).

2. Somewhere along the line some wiring got fucked up. I'm not sure if the fuel pump and inertia switch have inline fuses, but if they do then it's possible you blew some fuses.

I put power to the wire from the pcm to the switch and the test light lit up so i know the wire is good im thinkin the computer is locked down like you said so i guess I'll find somewhere to take it.
