PO never cleaned it? That's why I made it a habit to clean the inside of the wheels whenever I wash the car... It's nice to see it all clean and black.

OP what part of dayton do you live in?

I've heard rumors that the inspection station in southern dayton is the easiest to pass.

Get your Paint code, and bring it to a local body shop and see if they can mix you up some paint. I won't be too expensive since you won't need much. There were two colors of green in 2000, and I'm not too sure which shade yours is but here are the paint codes:

Electric Green: SW

Amazon (Tropic) Green: SU
