Prolly a dumb question, but what is the bolt attached to the red wire
On the driver side attached to the side of the fuse box? It goes under a small black square box thing and has a washer or something over it. Red wire. Is this a starter bolt? And if so, can I take this off and clean it without disconnecting battery?

sounds like power to the fuse block, but I'm not 100% sure, just disconnect the battery and clean it

yes it's power to the fuse box. disconnect the power to the box as well, or else you'll be holding onto a live wire lol.
