Flywheel counterweight

I have a quick question.. When you buy a flywheel, it comes with a counter weight on it.. What years use the counter weight & which years don't? Just wondering if it should be used or removed on a '99 engine.

Gotcha. Thanks for the help! I thought it was for engine's with internal balancing.. & engines with external balancing don't need it. Just had to check..
