It's a combination of RPM + load, and probably other factors.

if i shift at 2k rpm and i keep it under 2k the whole time, i get 21 mpg. if i shift at 2.5k - 3k i get like 23 mpg. it's wierd, i know. so if i shift at 5.2k everytime i should get like 30+ mpg????

Are you driving through a city? I get 22-23 around town and up to 30 on the highway at 60mph.
When was the last time you changed plugs and filters? And are you calculating your MPG on your mileage you got from the 3.73 tune or from when you reset it?

I generally don't shift until at least 3k, and usually around 3500 - 5500 depending on how lead footed I am feeling and I get 20MPG in the GT in the city and 25 on the freeway.

Something is wrong if you get that bad of mileage on the highway. Did it run like that before the tune/did the PO have a tune on it?

I would go through and check the plug gap, check the fuel filter, check the air filter, test the coil pack, just to make sure everything is efficient.
Gears won't cause that big of a difference, even 4.10s should be better than that.
