P0420 on stock v6

I'm consistantly getting a code P0420 on my car. I been having this MIL for a few months now and I replaced all my o2 sensors when I did my tune-up. I have no blow by, or anything coming into the exhaust. Could this mean my cats in bank 1 are going bad, It doesn't smell like a lawnmower or rotten eggs for the most part. The car backfired once before on me when I started it, but when the check engine light came on, the car runs better. No misfires or anything
