2000 V6 Stang No Start - Probing Fuel Pump?

I'm working on a friends 00 V6 stang that doesn't start. The vehicle has a spark, but I suspect no fuel. On the fuel rail at the front of the motor there is a small black cap, and we stuck a screwdriver in there and got nothing out. I figure if there was pressure it would squirt out.

Tried both keys, both did not work.

So I tested for voltage at the plug for the fuel tank and this is what I came up with.

Looking at the plug, there are 7 pins. If you look at it like this:

If they are number liked this:

1 2 3 4
...5 6 7

I get 11V at pin 4 and 5 volts at pin 7.

The battery is brand new. Would this point to a bad CCRM not supplying a full 12V to the fuel pump or do you think the fuel pump would still work with that voltage and the fuel pump is bad? I do hear a brief whine by the tank when the key goes to the "On" position.

-Inertia switch is correct
