No it cannot. the pcm wont know how to drive it nor will the wire harnis connect. your cluster is all analog. the 99-04 is all digitally driven.

I wouldnt get it if it says 99-04.
I know they sell different clusters for different years. Google for it. Try the search here on moddedmustangs also.

What about putting a GT cluster in a v6 how hard of a switch would that be? What type of re-calibrations would i have to do and what kind of tuner would i need?

GT cluster is some work but it can be done-
99-04 = fine for 99-04 pre 99 = not gonna work on 99-04
