green light in 00

my friend has a green light that comes on when you turn the ignition to on and the best way to describe it is it looks like a turbo sucking up air kinda like @= we were wondering what it is? why it comes on? and how you get it to come on when the car is running? and do you even want it on?

thats the TCS light it means he has a problem with his traction control system if it stays illuminated.
