First off, i live in PA, and i have MAC longtubes which ARE NOT ILLEGAL. The only thing you will have to is get O2 extenders for the h-pipe. With my car and my setup the exhaust was actually too free flowing and setting off the MIL light as if there wasnt any cats....but the car still passes all inspection requirements for emissions.

No there not depends on where in virginia. I live in Front Royal and we have no emissions so there legal here. It all depends on your county law. If you have emissions your gonna have to find a place that can pass you. If your county or town area doesnt have emissions your in the clear. I live in a Farmers area so no emissions just safety inspection.

Beginning December 1, 2003, passenger cars and light duty trucks registered in the 42 counties listed previously and subject to the safety inspection, will include a visual inspection of the components listed below as part of the safety inspection procedure.
  • Fuel Inlet Restrictor
  • Catalytic Converter
  • Positive Crankcase Ventilation (PCV) Valve
  • Exhaust Gas Recirculation (EGR) Valve
  • Air Injection Reaction System
  • Evaporative Control System
ovided that the make and model year of the vehicle would have originally been equipped with the device, you will fail a vehicle for inspection if one or more of the following apply:
  • The catalytic converter has been removed, disconnected or is the wrong type for the certified vehicle configuration.
  • Exhaust gas recirculation (EGR) valve has been removed, disconnected or is the wrong type for the certified vehicle configuration.
  • Positive crankcase ventilation (PCV) valve has been removed, disconnected or is the wrong type for the certified vehicle configuration.
  • Fuel inlet restrictor has been removed, disconnected or is the wrong type for the certified vehicle configuration.
  • Air pump has been removed, disconnected or the wrong type for the certified vehicle configuration.
  • Evaporative control system components have been removed, disconnected or are the wrong type for the certified vehicle configuration.
Show me long tubes that have cats attached.
EDIT: found one. but I don't see the point in them. they are basically shortys with an extention.

I believe the REAL purpose of LTs is to increase gas velocity of the exhaust exiting the header.

longtubes with cats attached can give the gasses that little bit of extra room to expand, so you might see gains regardless.
