Well the new V6 is 6.5 seconds:
2007 Ford Mustang V-6 - Features - Car and Driver April 2007

So I would have though the 99-04 with maybe 20 less hp but with less weight would be somewhere near that.

Am I correct?

99-04 is a bit slower than the s197. i.e. the 99-04 runs a 16 flat 1/4 and the s197 runs a 15.5 easy, some lower.

Well, a 99-04 is certainly capable of mid-15's as well, but it's not really "average".
