Its a pretty big waste to do one, without the other IMO. Especially since the mods go so well together, and if you got them both seperately, youll be paying someone twice for the exact same install.

For $400 your best bet would be to get the CAI/UDP package from RPM-Mustangs for $334. You can install them yourself, or pay someone and have money left if you'd like. Which CAI you go with makes little to no difference. Expect to see ~11rwhp/tq with the pair.

for $400 get a cai, coil pack, spark plug wires, and underdrive pulleys. You should have some money left over. Install what you can install to save money, and if you have money left over save it.

400 bucks can get you a sct xcal 2, but you will spend 25 bucks for each new tune you need over the first one.

tires and rims, would be a DEAL for $400, it'd be a steal if you could find some nice 17-18 in rims with tires that cheap...maybe 4 spare tires

id hit th exhaust

i wouldnt consider tires and rims a mod. maybe style mod, but not a "mod" for power at least. unless you run fats and skinnies and see track time often

how? sticky tires maybe, or wider tires, but most aftermarket wheels are heavier and larger than stock and will slow the car down
