Okay. This is what I have so far (from the MAC website. once I make sure these are what I need to just bolt all together, I can start pricing from other sites.)

MAC 99-00 1 5/8" Long Tube Header
Part: TF3899
Cost: 269.50

Need to first make sure that the H-Pipe is high-flows (pretty sure it is though) and what kind of mufflers are on the cat-back. Or do all MACs pretty much sound the same.. or will it even matter?

That is the best way to get it- all bolt on and match and made by same manufacturer so are guaranteed for the life of the product. The H pipe listed is highflow, and the mufflers are chambered like Flowmaster, have a similar, but deeper tone and sound best with the H pipe.

Sweet! I just found out that texas allows long-tube headers on the stang, so all I hafta do now is shop around, and pray that my old car sells off this paycheck. =P

Good deal. I wrote an article on the main page regarding installing long tubes on your exact motor, so be sure to check it out. It was a 4 hour job, but we had to refabricate a midpipe since I do not have a bolt on midpipe. Should take you about 4 hours to get your headers and midpipe bolted up and electrical sorted out. then another hour or two for the catback and you are done.

Good good gravy. Financing seems to be the only wait in this situation. I'm also hearing that after every performance mod, the first thing you should do is tune. Is this correct? If so, what sort of a difference will the tune make, and will it hurt if I don't tune it for a month or so afterwards until I add 4.10s and a CAI (so I can tune all at once)?

Necessary? No. Optimal? Yes- especially after full exhaust.
The tune from an SCT XCal 2 on an auto tranny will allow for firm shifts, 6k rpm redline and timing/fuel/spark adjustment, etc. plus about 20-25 broad range to peak rwhp.

4.10s will mess up the speedo quite a bit from the stock ratio. You can change the ratio without a new tune as it has its own settings parameter in the XCal unit. You will need a new tune for engine mods though. New tunes run 25-30 dollars

it wouldnt be poor quality just different muffler. either the mac muffler sounds GREAT. all that bolt ups and i plan on doing that to my next stang but with flowmasters most likely instead. im not sure

you can do it yourself for sure, its just gonna take you sometime

By poor quality, I am referring to the crush bent, aluminum pipes used by muffler shops. The bolt on kits are dyno tested and flow tested and are accurate and guaranteed

Atlanicblue defffinitly knows what hes talking about
anything hes mentioned or told you i'd go with. im getting pretty much that exact set up hes told you about. i just dont know if i want mac mufflers or flowmaster...most likely im getting mac, they sound great!

Great! Okay, after reading, will I need the oxygen sensor extenders and MIL eliminators? or is that just for O/R pipes?

You will need the Oxygen Sensor extender harness, but you will not need the MIL Eliminators if you have a catted midpipe. The O2 extenders make the front pair long enough to reach the collector pipe on the headers
