and what does it do?

if you have an auto tranny, it is kind like the clutch, if you have a higher stall you can rev higher before power hits the engine

it can help with launches and drag racing... it doesn't have much street application but is very useful in racing

yeah, like dropping the clutch at 3500 RPM................or the stall speed of your converter.
