would the parts that are included in the 99+ stage 2 powerpak and the installation kit at ssms be the things i need to make a split port swap

most of them, but you would still need the new fuel rail and a few brackets and a new throttle body i believe

yes you can get a split port stage 2+ swap kit from them its a custom order so you have to talk to w.e loser is in charge over there... or you could talk to torres... but over paying is cool
