the theft light...is normal....
the starting..is your engine

give more details...does it crank up and not start...
do you turn the key and nothing at all

main solutions. battery, alternator, tune up

my theft light blinks fast...
fuel tank empty..doubt it
battery discharged
battery terminal connections loose or corroded
fuel not reaching injectors-clog somewhere
low cylinder compression
water in fuel
defective ingnition coil(s)
dirty or clogged fuel injectors
wet or damaged ignition components
spark plugs-either no good, or worn, or spaced wrong
wires messed up in starting circut
timing chain failure defective MAF sensor

print that out or write it down and go from top to bottom. those are the main if not all solutions

also check oil

take to a ford dealer and get it installed. When you unplug and plug into the new gauge it is confusing itself and locking up because it thinks it is being hot wired. My cousin had the same problem putting saleen gauges in his gt.

you have a 99? there are 2 harnesses, one is for the odometer, the other is for the gauges. it will work if you remove your stock circuit board from inside the stock cluster and install the circuit board into the new cluster. it will be correctly callibrated too

you will need the stock circuit board unless you can use dealer software and get into the computer
