i think the fence wasn't connected at the ground and the car went under it. thats the only explanation i can think of.

those chain link/cyclone fences are very plyable. when i was younger we used to go "backyard hopping" cutting thru ppl's backyards to get to other friends' houses and crawl underneath them all the time (stupid i know) but like i said if they're not buried in the ground at the bottom they'll bend up enough to get under.

That was the same threory that I had. If the section of the fence was just missing do you really think the cop woild let a drunk driver in that bad of shape keep going. That guy was never caught.
