What bulbs in a Roush Stage 3 Bumper?

I want to replace my bulbs in my Roush Bumper.. wondering if anyone knows what they are? H3? or something else?

I also need new bulbs in the headlights.. H1 & H3.. I'm thinking yellow (JDM H1s), but I keep reading they are not DOT approved? what's the deal, I really want to increase visaiblity (especially in the rain), it would be nice to have somethign different.. anyone have any feedback on yellow/blue/high white lights, and dealing with "DOT not-approved"??

What's the deal?
