Small Painting Project

So one of my side scoops looks like hell. A buddy of mine (gf's sister's bf) works at a body shop and grabbed a replacement off a wrecked GT a while back and it's just been sitting around since it was black and my car is white. Well yesterday I decided to change that..

Before:

Currently:

So far I think it's coming along ok but I'm getting some small bumps in the paint and I've got some black specks that are showing up. It's around 10 degrees outside so I basically run out to the garage, spray on a coat (rattle cans ftw), and bring it back inside to dry. Here's a shitty camera phone pic of the specks:

They're kind of contained in small areas. I'm planning on wetsanding before I clear coat to get rid of the bumps but do you think that would take car of the specks at all? Or should I wetsand then do one coat of paint over to possibly cover the black specks. I was hoping the last coat of paint would cover them but they showed up again..

Edit: The specks are much less noticeable as the paint drys, but I can still see them when it's dry.

+1

wet sand in between each coat, and also did you prep it before paint?

Its really hard to tell anything in those pics as far as the specs.

Sorry about the pics, all I've got is the camera on my phone. Yes, I prepped before I started painting, sanded between coats of primer, and sanded between the first 2 coats of paint. I've put 2 or so on since then and I can still slightly see the areas where I got a little deep with the sandpaper so I've been afraid to go at it again until I get some finer sandpaper.

are the spots indented? Like the paint not sticking to the plastic? Or is it something in the paint.

They're actually bumped outward. I let the paint dry the entire time I went to work so I just ran my hand over it and some of the specks actually came off and didn't take any paint with them. Some of them are on there a little better though but I think it's just going to take some wet sanding to get it smoothed out. Gah, I don't know how Menards ran out of all the sandpapers I needed, but the sand papers shipped today (bought them through Amazon) and I'm already getting impatient
