Bumper reconditioning

My mustang has seen a lot of highway miles from previous owners, and my bumper has seen it's fair share of stones and other debris. Because of this, it has lots and lots of little tiny chips in the paint (some might even go into the plastic a little) I have used red wax as sort of a quick fix, so that makes it look a little better, but I'm looking at what it would take to fix it. (Here is a link to the picture since its super high resolution to see the tiny chips, just click it to zoom)

I realize I'm going to have to repaint it, but how do I prep it to smooth over the bumps without damaging the bumper?

ALSO - What can I do to take the swirls out of my paint, it looks amazing until you look at it in really bright light, you can see them in my hood in the picture. I've used Kit Scratch Out with just some elbow grease, do I need to use a special buffing compound and a buffer to get them out? Any suggestions?

I've clayed it 3 or 4 times, they are imperfections with the paint, not contaminates that clay can take out. It more what do I do to prep it to paint it because I dont feel like buying a new bumper haha.

I cleaned up a bunch of chips in my bumper and hood with brush on touch-up paint. Correct color match of course. After I had a few layers built up I wet sanded with 2000 grit then hand polished with polishing compound. Once it was done I couldn't see were the dings where and I knew where they should have been.

Just a word of warning though, be careful with the wet sanding. It's very easy to chew right through your finish if you aren't careful.

If the bumps are in the paint, then nothing will get them out but sanding and repainting.

To get swirls out its gonna take a high quality buffer, compound/polish, Good microfiber, and a lot of other stuff. Removing swirls is a process that takes a lot of money and time to do it right. If you don't want to spend the time researching, money buying, and time working with the products... get a detailer to polish it for you.

Any specific suggestions on compound/polish? I'm willing to spend the money and time to get it right.
