Rim type & cleaning tips

Hey all, I was wondering if anyone knows what finish my rims have. It's a 2004 GT and I think they are polished aluminum rims with a clear coat.

These were the stock Ford rims that came with the car. I need to clean them and get them to shine with the high polish look like they were new. I'm not sure if they have a clear coat finish, but it looks like there is and it's not clear anymore, almost milky looking.
So what is the finish and how do I get them looking new again.

Thanks
Tim
