Best way to clean/polish rims

I have American Racing Torque Thrust rims. I cant seem to get them as clean as they used to be. Whenever I polish them they still have darker spots or white spots on them. Ive tried Mothers, Turtle Wax, Never Dull, and several more cleaners and polishes. Any tips to get my wheels looking new again?

Are you polishing by hand or using an electric wheel or drill? If not, I would suggest the Mother's Powerball with a good polish.

By hand. But I think the spots and steaks are under the clear coat. So I might be removing the clear coat, polishing, and then re-spraying the clear.
