paint issues on hood

I am having a paint issue, it seems the tact welds on the underside of my hood have rusted under the paint and it's causing the paint to bubble and peel from the surface. Any one have this issue and what have you done? Ford is giving me the run around saying "we've never heard of this" and from what I have read its not the paint, the hoods seem to be corroded.

What year is this car?

I would assume that if there is rust under the paint, it was there when the paint was applied. I would say your only option is to take it to a body shop. They should be able to strip the rust and re paint it.
