hood adjustments


seems the front of my hood isnt as far down as it needs to go. looking at it from the front, the right hand side of the hood is about 1/6th - 1/4th of an inch off. Ive read how to adjust them, but all ive read is to " turn the knob " which they are meaning the rubber rest to the hood. but for some reason it wont just turn, it wont budge. the hood rests have a little square metal piece under the stops, i dont know if i turn it or if i just turn the rubber piece untill it turns or what. ive oiled it, but it still wont turn. any help?
