Vac line identification

By looking at the pictures, What is this vacuum line for (look at pictures in order). I need to replace the line that connects to the back of plenum because it is deteriorating and every time I touch it, my hand gets black from it falling apart.

That is the EVAP canister purge line, the "canister" looking thing in the right front fender is the EVAP canister purge valve; the EVAP canister is at the left rear, in front of the fuel tank...

So I can just replace the line that goes to the plenum with just regular rubber hose and not have a problem right?

You will need to replace it with hose rated for vacuum use (most EFI fuel line will work), if not so rated it may collapse...
