Throttle cable / carb mismatch

I have an Edelbrock carb, in a Ford (Mecury) Capri.

When I have the pedal hard down, the carb butterfly is not fully open. Apart from having a fast idle, or filing the carb hole so that it is closer to the axis of rotation, what are my options?

First off determine if you have full movement of the pedal. Disconnect the cable, and mark where full travel in each direction is of the pedal. Then you need to get the pedal all the way to the top (away from the floor) and tighten the cable there.
